Luogang District of Guangzhou was the first district to construct the counsel system in the villages （neighborhoods） in 2009. It was a useful attempt for local governments to build public legal service system in rural areas. The village （neighborhood） counsel system could be further improved through the establishing a shared reserve of legal talents in the province，promoting the innovation of public service mechanism，strengthening the construction of assessment and appraisal system，introducing of public law and service regulations.
