It consists of adhering to public-benefit development，implementing institutional integration and optimization，enhancing links and connection of social security system，sounding multi-level complementary security system，establishing normal adjustment mechanism of security level，scientific government investment mechanism and social security evaluation indicator system，strengthening management of social security fund，intensifying the government top-level design for purchasing social security service，and improving processing service ability etc.
