There were 16.8 thousand medical disputes in Guangdong Province in 2014，among which 529 cases belong to medical disturbance，keeping basically the same record with 2013. Through investigation，we found reasons for medical disturbance. They consist of inappropriate disposal，inaccurate propaganda and report of the media，stirring-up and participation of lawbreakers，as well as poor law enforcement of relevant authorities in some areas. As for countermeasures，we should understand the conflicts between doctors and patients in a reasonable way，construct comprehensive disposal mode，establish prevention and emergency disposal mechanism of disputes between doctors and patients，promote provincial overall insurance of medical responsibility，strengthen the construction of the third-party mediation mechanism，stress on the government’s responsibility to strike the medical disturbance，and lead social media to offer objective report.
