At the beginning of the SCO’s establishment，the policy was drawn up，not directing against any third party，but expanding outreach and dialogue. In the fourteen years since its establishment，the SCO has built official contact with the UN and its special institutions，and other international and regional organizations such as ASEAN，the Commonwealth of Independent States，the CSTO，the Eurasian Economic Community，the CICA，and the BRICS，and multilateral mechanisms. But due to its current priority focused on expanding and deepening inner organizational security and economic cooperation，the SCO’s outreach work has not made any worthy achievements though progressing somehow. From a short and medium point of view，the outreach work will not be the focused orientation of the SCO’s activities.
