In 2014，Luoyang City carried out founding of the demonstration plot of national public cultural services system，and gradually established a well-found public cultural service system with reasonable layout and perfect functionality that covers urban and rural areas. On the basis of analysis of the current development of Luoyang public cultural service system and confinement factors，this report gives countermeasures and suggestions on accelerating the construction of the demonstration plot of public cultural service system in facility network，team-building，financing security，service supplies，evaluation mechanisms etc.
