The history of China’s ocean management can be roughly divided into four stages. From 1949 to 1979，China’s ocean management system was founded preliminarily. From 1979 to 1990，the local ocean management institutions began to be established and improved. From 1990 to 2010，China’s marine policies were fully developed. Since 2010，especially after the institutional reform in 2013，the State Oceanic Administration were restructured and the former dispersed maritime law enforcement teams were integrated. This reform promoted our country’s ocean management from semi centralized type to centralized management system. The government is paying more attention to comprehensive ocean management while improving and standardizing the industry management now. The main challenges to our country’s ocean management are as follows：the ocean environmental problems are becoming more and more serious；the contention of maritime rights and interests and marine resources are getting increasingly fierce；the challenges of growing non-traditional security threats. The future development trend of ocean management in China can be summarized as follows：The concept of ocean management is advancing with the times；the subjects of ocean management are becoming more multilevel and collaborative；the means of ocean management are becoming more flexible and interactive；ocean management is becoming much more open-ended and international. To face challenges and adapt to the trend of development，China needs to further improve the comprehensive ocean management system，use new oceanic concepts to push ocean management innovation，formulate scientific ocean management strategies，and to improve the mechanisms of ocean management examinations.
