Guangzhou youth is under the macro background of economic development new normal，which brings both opportunities and challenges. They continue to grow in both opportunities and pressures，showing unique development characteristics of the times：having positive values，holding higher academic expectations and strong driving forces of education and learning，giving full subjective initiative in terms of employment and rising passion with entrepreneurial，enhancing self-protection awareness in marriage relationship，having rational consumer attitudes and healthy，diversify way of entertainment，holding clear sense of political participation and increasing behavior，offering the tendency of much more younger，mobility，entertaining in terms of accessing to the internet，facing greater social pressure to survive and making physical and mental development affected to some extent degree，showing lighter minors deviant behavior on the whole and rising incidence. Overall，policy system has been gradually improved to promote youth development in Guangzhou，but the environment for youth development still needs to be further optimized. In order to better promote youth work，we propose to develop a comprehensive youth policy，so that we can make sure the issues related to youth development have been concerned and resolved by the government from the system.
