In 2014,the EU officially launched the “Horizon 2020” programme(previously named FP8)as the main policy tool to support the “EU 2020 strategy” in the area of scientific research and innovation. It intends to integrate the research resources of the EU member states,to promote technological innovations,and to maintain sustainable economic and social development. In order to guarantee the smooth implementation of the programme,the European Commission issued a series of policy documents,of which “Horizon 2020” Work Programme 2014-2015 is particularly important in that it set the goals,priorities and financial budget in the three areas of basic research,applied technology and social challenges. In the context of the deepening China-EU relations,we should go beyond the traditional three pillar concept and take technological innovation as an important part of the bilateral relations.
