To flourish the cultural heritage，it is necessary to keep exploring and sorting the positive energy within cultural heritages and exert its new and unique influence on the enhancement of national confidence and cultural soft power，and the construction of socialist core values system. The first part of this article discusses the reality meaning of “flourish the cultural heritage”；the second part points out that innovation is the only way to flourish the cultural heritage with the application of empirical analysis：to flourish the cultural heritage，it is necessary to promote the modernization of cultural management，enrich its expression，build a industrial chain which is long enough to carry it，cultivate more cultural industries，and use the hole of cultural tourism and cultural industry.
