Since the reform and opening-up，Guangzhou district economic development has a significant imbalance in GDP，economic growth，per capita GDP，income，Public Resources and so on. The main reasons are the natural conditions endowments，historical heritage，the external environment，the district policy choice，the fiscal operating system，the harmonious development of urban，industry and citizen etc.. This paper argues that the general solution to this problem should take a multi-center group-type and spatial structure of the network type as a long-term strategy to pursue a non-balanced and coordinated development between regions，and the specific path to the “three starting points and one support” to promote regional development balanced. <<
