This paper put forward three questions:what does the social management control? How and who control? Reveals the basic connotation of social management is to provide public services,to solve social problems and social affairs.The method of social management includes two means:basic values and regulations.The actors of social management are the government,social organizations and the private sector.The path of improving the social management is the transformation of government function;strengthening the construction of community autonomy,establishing public finance mechanisms,and form a new pattern of social management. <<
