This article takes Qixia District,Nanjing as the study site,proposes the strategy as bringing former framework into the new one integrating the innovation social management and flatness community organization.Practice proves that grid management improved the level of participation to social management and achieved remarkable effect.This article carries out a series of measure to ensure the work of women's federation in Qixia District,such as improving the working system,integrating internal and external resources,making the first class activities brand.As a new exploration and practice,this new framework is meaningful to practice on social management. <<
