    我国工资分配发展现状与前景展望

    摘要

    本文从工资收入分配的发展现状、工资收入分配的机遇挑战、工资收入分配的前景展望三个方面,全面阐述和分析了工资收入分配的进展、取得的成效、存在的问题、面临的挑战和今后一个时期的主要目标、重点任务以及政策建议。2014年,面对世界经济复苏艰难、国内经济下行压力加大、多重矛盾交织的复杂形势,在党中央国务院的高度重视下,我国工资收入分配制度改革取得积极进展。职工工资水平保持较快增长,最低工资标准稳步提高,工资集体协商不断推进,地区、行业、不同群体间的工资分配关系逐步得到改善,工资指导线、工资指导价位等政府工资宏观调控体系进一步完善,为逐步形成合理有序的收入分配格局迈出重要一步。但是也必须看到,我国工资收入分配领域仍存在着一些亟待解决的突出问题。这些,既有我国转制过程中要素市场发育不足,也有政府行为不够到位以及法律制度不尽完善等方面的问题。今后一个时期特别是“十三五时期”,我国经济发展仍处于重要战略机遇期,存在许多有利条件。为此,深化收入分配制度,必须全面贯彻落实习近平总书记系列重要讲话以及党的十八大、十八届三中全会和十八届四中全会精神,以“四个全面”为指导,主动适应经济发展新常态对收入分配工作提出的新任务新要求。要通过深化改革,积极推进企业工资正常增长和工资决定机制建设,完善最低工资标准调整机制,构建符合国情特点的企业高层管理人员薪酬制度,进一步完善工资支付保障制度,加强工资收入分配宏观调控能力建设,加大工资收入分配法治建设力度,规范收入分配秩序,缩小收入分配差距,逐步形成调控有力、秩序规范、结构合理、法制健全的工资收入分配格局。

    Abstract

    This report analyzes the progress,achievements,existing problems,challenges,and main objectives,tasks and policy recommendations of the next period though development status,challenges and opportunities and prospect of wage distribution. In 2014,faced with the difficult world economic recovery,downward pressure on the domestic economy,and the multiple contradictions of a complex situation,the wage and income distribution system reforming made positive progress under the leadership of the Party Central Committee. The average wage maintained a rapid growth,the minimum wage increased steadily,and collective wage negotiations constantly promoted. Furthermore,wage distribution relationship between regions,industries,or different groups gradually improved. Meanwhile,the wage guidelines,wage levels guidance and other government macro control system got further improved. All of these measures effectively take an important step in forming a reasonable and orderly distribution pattern. But it must be noted that in the field of,there are still some important problems to be solved. There are not only in the process of China’s transformation of the elements of the market development,but also the government’s behavior is not in place,or the legal system is not perfect and so on. The economic development of our country is still in an important period of strategic opportunities which also have many advantages in the further period,especially in the 13th national five-year plan period. Thus,deepening the reform of income distribution system,we must fully implement the series of important speech of General Secretary Xi Jinping and the spirit of the 18th National Congress of the Communist Party of China,and the 3rd,4th Plenary Session of 18th CPC Central Committee. Take “Four Comprehensives” as a guide,Initiatively to Adapt to the new normal economic development of income distribution work proposed new requirements. Through deepening reform,actively promote wage determination and normal growth mechanism,improve the minimum wage adjustment mechanism,build executive compensation system with the characteristics of national conditions,further improve the wage payment security system,strengthen macro adjustment and control ability of wage income distribution. Meanwhile,we also need to accelerate the pace of wage legislation process,regulating income distribution order,narrowing the income distribution gap,gradually form a wage income distribution pattern with strong control,standard order,reasonable structure and sound legal system.
