The implementation of national innovation-driven development strategy calls for the “multi-polar support”. Guangzhou has the advantages and necessary to become the national “Third Innovation Pole”. Therefore，Guangzhou should make full use of the outstanding priors and rare historical opportunities to create the “Third Innovation Pole” according to developing and implementing the top-level design of innovation-driven strategy，increasing the fund for original innovation，vigorous promotion of collaborative innovation involved government，corporate，universities and other academies，accelerating the introduction of international high-end talents and teams，supporting the basic research of local universities and research institutes.
