It is the effective path for proactively exploring the low-carbon development way suited for China’s situation，transforming the economic development mode and the impartment device for addressing climate change by promoting the low-carbon piloting and demonstration. China has identified 42 low-carbon pilots （including cities and provinces） since July 2010. By present，it passed 5 years，during which the low carbon pilots have accumulated effective experiences，at the same time，problems are presented. This paper aims，for one hand，make assessment of the low-carbon piloting work from the connotation，standards，existing problems during the 12^thFive-Year Plan period，for the other hand，comparing with the work plan，whether the accomplishment meet with the target will be assessed. At last，suggests are raised for the piloting future work during the 13^th Five Year Plan period.
