The article reviews and analyzes China’s urban emergency incident and China’s urban security and emergency management system during the 12th five-year plan. Then，the article points out some problems of urban security and emergency management system，such as the lack of economic security management，the practice and theory mismatches，the legal system construction lagging，the insufficient validity of communal participation and the lack of lateral ties. Based on the present situation，learning the advanced experience of the emergency management system in New York，Tokyo and London，the article points out the ideas and key points of urban security and emergency management system during the 13th five-year plan. That is management system changing to be comprehensive and diversified，management mechanism changing to be whole process design，management technology changing to be elaborative and intelligent，management legislation changing to be “legislation first”.
