Urban municipal tunnel is a fundamental measure to solve issues of “zipper road” and “cobweb-style road”. It is a key action to improve the level of the underground pipeline infrastructure in China，and is an important handle to build ecological civilization and to promote new urbanization. Municipal tunnel in mainland China has been faced a major opportunity for the rapid development of the third generation，so the government issued some supportive policies，regulations and codes which mentioned construction and management of the municipal tunnel must be referenced from Europe，Japan，and other advanced counties，to solve the key issues of construction and management of the municipal tunnel，to comprehensivelydevelop urban municipal tunnel construction，and to urge municipal tunnel standardization，modernization and popularization energetically.
