As one of the comprehensive experimental and representative cultivating cities，Jiayuguan has actively promoted Institutional mechanism innovation in social administration，carried on beneficial exploration in both governance system and capacity，and accumulated some experience. The core of Jiayuguan Experience，which has realized a benign interaction，is to set up the fundamental frame with “one main line，three reform and four governance” according to the idea of “big governance”.“The main line” is to set the people’s livelihood as the root，solid the foundation，integrate urban and rural areas，innovate the carriers，multi-co-governance and promote harmony. The “three reform” is to streamline the administrative level，standardize the operating mechanism，and expand the service function.The “four main governance” is to set up the social governance system from the source in a comprehensive，systematic and legal way. The exploration and practice in Jiayuguan shows that the social governance innovation must adhere to the people’s livelihood as the core，strengthening the grass-roots as the foundation，improving the mechanism as the safeguard，ruling by law as the foundation and information platform as the carrier.
