On the summer Davos Forum of 2014，Primer Li Ke-qiang Propose that entrepreneurship and innovation should develop freely in the whole society like the blood flow in the body. China needs to develop the “twin engines” of popular entrepreneurship and mass innovation to improve quality and effectiveness of Chinese economy，And Mass entrepreneurship and innovation are important for implementing a new growth strategy When China comes to a “new normal” phase of slower growth. In 2015 the state council also issued “Guidelines of developing public entrepreneurship places to promote the Mass entrepreneurship and innovation” and “Guidelines to promote mass entrepreneurship，innovation”. How to arouse the masses entrepreneurship effectively，how to promote the Small and Medium-sized Enterprises rapid develop in the Innovative entrepreneurial community？They are the key research problems need to be thought deeply. This paper concentrates on three different enterprise incubation or cultivation platform models：the construction of centralized office places，the construction of public entrepreneurship places and the construction of Innovative business incubation. And then summarizes the development of 3 real-life cases correspondingly：Zhongyuantongda （Beijing） Business Center，3W coffee in zhongguancun and Big Bang Café in Beijing Central Business District. And then discusses the developing mode and routine of Mass entrepreneurship and innovation in Beijing and how to stimulate the enthusiasm of public and enterprise through the construction of incubation platform. Hoping it can provide some reference conclusions or policy guidance to the development of Mass entrepreneurship and innovation in some cities.
