2014年,我国从修订法律、开展执法检查、制定《大气污染防治行动计划》配套文件、加强信息公开和公众参与、区域协作、转变发展方式和建立环境资源审判庭等七方面开展工作,形成立法、行政和司法三部门合力推进大气污染治理,改善空气质量,多方面促进公众健康权益保障的工作格局。但是,我国大气污染治理工作开展与人民群众改善空气质量的要求还有一定的差距,需要从强化大气污染治理社会责任,理顺环境管理体制,进一步加强环境信息公开、推动公众参与,完善大气污染防治区域协作机制和加强大气污染风险管理及损害救济等五方面改进现有治理体系,促进对公众健康权益的保护。
<<In 2014,china makes improvement in air pollution control,from revising law,carrying out the inspection of law enforcement,formulating supporting documents of “Air Pollution Prevention Action Plan”,strengthening information disclosure and public participation,regional cooperation,transforming the mode of development to establishing environmental resources tribunal. The legislative,administrative and judicial organs work together to combat air pollution,improve air quality and protect civil health rights. The work of air pollution control cannot meet the requirements of civil demand for air quality improvement. In order to protect public health rights,the management system should be perfected from increase in social responsibility for air clean,rationalization of environmental management system,further enhancement of information disclosure and public participation,improvement in regional cooperation of air pollution control to amelioration of pollution risk management and damage relief institution.
