Government information publicity not only is an important measure to ensure various government departments administrate according to law，but also is the basic premise to protect citizens’ rights of supervision and freedom. “The Decision of Some Important Problems on Comprehensively Advancing the Rule of Law” passed by The Fourth Plenary Session of the 18th，stipulates explicitly that local governments and their departments carry out the System of Power Lists and make power running processes public. Since early 2014，governments at all levels have gradually established the System of Power Lists to ensure administrative examination and approval matters to the public，which contributing to the achievement of citizens’ rights of supervision and freedom. However，there are still some aspects need to be improved to ensure the System of Power Lists function effectively.
