In 2014，various risks faced by overseas Chinese becoming diversified，which promote to increase the institutional building of our diplomatic and consular protection. That is，by strengthening consular protection，improve preventive protection mechanism，improve measures and post-incident emergency mechanism，efforts to create “the overseas livelihood projects”. However，the strengthening of human rights protection is still facing some difficulties. The Chinese government needs to improve support capabilities through participation in international affairs，at the same time，improve the human rights protection of overseas citizens from a legal perspective，in addition to increase the resources inputs and strengthen multifaceted cooperation of consular protection，then strengthen the protection of human rights.
