Human rights training emerged since the late 1990s. "National Human Rights Action Plan (2009-2010)" and "National Human Rights Action Plan (2012-2015)" which were released in 2009 and 2012 emphasized on human rights education. More than 10 years later, training body, training object, training subject and training form have been developed. Achievements on the training include:(1)the human rights training of civil servants has gained legitimacy;(2)the human rights training of civil servants has accumulated some experience:(3)the human rights training of civil servants has achieved certain results. Problems on training exists in:(1)human rights still has some sensitivity;(2)lack of training body;(3)shortage of training funds;(4)the consciousness to accept human rights training is not strong;(5)perfect the training content. The measures on improvement of human rights training are the following three aspects:(1)actively implement the specific requirements on the National Human Rights Action Plan (2012-2015);(2)make full use of the function of human rights research and education institutions;(3)actively carry out multiple forms of human rights training.
