The years of 2011 and 2012 are the first two of the Twelfth Five-year plan (2011-2015),and also the critical period for the comprehensive construction of well-off society of Anhui province,the acceleration period of industrialization and urbanization ,a transitional period of economic and social development. During this period,the development of economic and social in Anhui province has made great breakthrough but also brings trouble to its development. In spite of the economic obtained the high speed development ,the social construction should be strengthened; Despite the rising level of urbanization,the problem of the urbanization of land-lost farmers is gradually manifest; while the economy and society achieved the high speed development in the southern and middle areas of Anhui Province,the development of economy and society in northern area of Anhui Province also needs to find a new breakthrough; the construction of regional cities such as Hefei and Wuhu has made great achievements,meanwhile,the social construction of the backward rural and remote mountainous areas are relatively poor; The social management innovation are constantly emerging,but the universality and promotional value still need to be further strengthened; The level and scope of employment are continuously improving,but the structural unemployment problems remain exists; Cultural construction is increasingly weighted,but policy support and concrete operation need to be paid more attention. Anhui Province will continue to ease the gap between urban and rural areas and strive to break the dual structure of urban and rural areas in the aspects of the education,medical health,social security,public services,income,and so on. During the later stage of the Twelfth Five-year Program (2011-2015),Anhui Province will have greater development opportunities. Therefore,this report will focus on the development challenges,put forward relevant measures and provide some suggestions so as to make Anhui Province's economic and social development grow faster and healthier. <<
