    延庆县志愿者队伍建设状况调研报告

    摘要

    围绕“绿色发展”的战略目标,延庆县志愿者队伍以重要活动、重大事件、社会需求为重点,着力创新活动载体和实践项目。近年来,基本形成以县团委组织引导的“专业志愿者”、以县文明办统筹协调的“学雷锋志愿服务队”、以社区为载体动员引领的“社区志愿者”以及由民间社会组织自发倡导的“社会组织志愿者”四大志愿者队伍,志愿服务覆盖的领域不断拓展。延庆县志愿者队伍建设从行政动员逐步过渡到政府与社会共同组织动员,但仍存在志愿者结构不平衡、社会参与不足、志愿者可持续激励体系缺乏、志愿服务保障机制缺乏、专业化水平较低等问题。未来,延庆县志愿者队伍建设仍需进一步扩大社会参与,这就需要加强以下五个方面的建设:一是加强与相邻区县的高校合作拓展,二是大力培育与扶持社会组织发展,三是创建全县统筹、可持续的志愿者回馈激励体系,四是建立全县统筹协调的志愿者管理机制,五是加强志愿者的专项培训与常规培训。 <<

    Abstract

    Around the “green development” strategic objectives,Yanqing county volunteer teams focus on innovation carrier and practice project base on the important activities,events and social demand. Yanqing county formed 4 volunteer teams,such as professional volunteers organize by Communist Union of Youth,Learn-from-Lei Feng volunteers,community volunteer mobilized by the community,social organization volunteers spontaneously advocated by civil society organizations,and volunteer service coverage areas continue to expand. Yanqing county volunteer team gradually transform administrative mobilization into mobilization by the government and social organization together,but there are still exist some problems,such as the imbalance of volunteer structure,lack of volunteers sustainable incentive system,social participation and volunteer service safeguard mechanism,specialized level is low,and so on. Future Yanqing county volunteer team construction still needs to further expand the social participation,so it needs to strengthen the construction of the following five aspects:one is to strengthen cooperation with neighboring districts and counties of colleges and universities,the second is to foster and support the development of social organizations,the third is to create the county sustainable volunteers reward incentive system as a whole,the fourth is establishing the volunteer management mechanism from the county-wide overall coordination,the fifth is to strengthen the special volunteer training and regular training. <<
