As the basic carric of grass-roots democracy,the emergence and operation of the grass-roots self-government organizations,is directly related to the degree of realization of the people's democratic rights and the right to self-government. In recent years,by expanding the scopes of direct election in the urban Community Residents' Committee,by having the "a combination of election" of grass-roots self-government organizations in rural,by building the three pilot reforms of "one-vote" system,"posts and elections","observers system",Anhui Province effectively enhances the democratization of grass-roots self-governing organizations.and effectively enhance democratic grassroots autonomous organizations;Through canceling sub-district offices,reducing community management tiers,making the devolution of power and reforming rural public construction management system,Anhui Province effectively promotes the democratization of grassroots self-government.These explorations and attempts are of great significance in theory and practice to resolve conflicts between executive cpower and power of autonomy in the construction and the development of self-governing organizations,to have a further clarify the functional orientation of autonomy organizations,to promote the the healthy and orderly development of grassroots democracy. <<
