The State Council halted the adjustment of compulsory schools mapping in rural areas after ten years of implementation. A national survey conducted by the 21 st Century Education Research Institute indicated that in rural areas conforming to decrease of school-age children education resources were centralized to run schools and school conditions have been improved to a certain extent. But meanwhile new phenomena of drop-out appeared because of distant school distance and heavy family burden. Considering the large scale of urban schools with large classes, rural boarding schools are in poor conditions and rural students suffer from disadvantage influences on physical and mental development and learning life. The phenomenon of "crowded in city, weak in township, empty at village" with exodus of rural schools exacerbates the desolation of rural society.
