Currently，the intermediate cam urban agglomeration has taken various kinds of strategies and measures developing the development zone and industrial zone. On one hand，the core cities，like Wuhan，Changsha etc.，strive to develop the flying-out enclave economy to solve the shortage of land resource and the problem of industrial transformation and upgrading，etc.. On the other hand，other cities such as Nanchang，Yichang etc. choose the flying-in enclave economy to accelerate the growth of the development zone. These measures have made some progress. However，comparing to the development of Suzhou-Chuzhou，Jiangyin-Jingjiang in Yangtze River delta region，there remains a gap. According to the Yangtze River delta region’s development’s experience，we should develop the enclave economy to create the cross-regional industrial collaboration platform and promote the industrial cooperation and transformation upgrading of intermediate cam urban agglomeration.
