The strategy of constructing the famous river and lake city of Yueyang guided by the principle of One Pole & Three Appropriates proposed by Yueyang City is a local practice of implementing the strategy of “the Four Comprehensives” of the central government，and is also in line with the positioning of the Hunan provincial Party committee and the Provincial Government of Yueyang.
