In the year of 2011, public expenditures on educational as a whole have increased with an up of growth rate comparing to last year. Overall, the appropriations for education of public finance budget increased at a faster rate than their regular revenues in 80% of the country's provinces, and in 50% of the provinces the proportion of educational fund of public finance budget accounting for public expenditure increased over last year. The public finance budgetary education expense per student and public fund per student at all stages and types of education in all provinces generally increased over the previous year. Achieving 4% was the priority of governments at all levels in 2012. When 4% has been achieved more attentions have to been paid to continuous increase of government expenditure on education and equal and efficient resource allocation. <<
