With the improvement of China’s opening up，the scale of foreigners in China is increasing，especially in megacity such as Beijing，Shanghai，and Guangzhou. How the situation of foreigners’ integration into Chinese society and what the government should do to improve the management and service on the foreigners？Based on the survey conducted in Shanghai and Guangzhou，this report compares foreigners’ structure，working，living and integrating condition and tries to explore the policies implications which can be used to attract foreign talents and make them settle down. The result reflects there are lots of common characteristics among foreigners in these two cities，such as gender，age，nationality，and industry etc. However，there still exist some significant differences in income，stability of occupation and social integration. This report proposes that each city should improve the management and service to the foreigners based on the premise of national policy. After all，attracting and retaining foreign talents is an important way to build international metropolis.
