In recent years, domestic main Innovation cities released a series of policies on enterprise innovation, industry innovation, talent development, policy innovation and technology innovation, which are of great reference to improving Guangzhou's innovation policies. In 2009, the score of Guangzhou Innovation City Index is 32.78, ranked 7 among 10 cities, which is lagged behind its economy rank level, a big gap with the requirements of the national Innovation city. A number of Guangzhou innovation elements are still in a backward state, especially original innovation, enterprise innovation and innovation environment have been the Guangzhou's short board in constructing the Innovation city. Therefore, Guangzhou should take the advantage of constructing Innovation pilot city, vigorously promotes original innovation, enhances scientific and technological innovation capability, increases the institution incentives, promotes the enterprises innovation, improves the innovation atmosphere and creates a favorable environment for innovation. <<
