In 2015，with the continuous development of the Internet，cyber security and international Internet governance issues have become more prominent on the international stage. On one hand，the hacking of Sony Pictures Entertainment not only resulted in economic losses to the enterprise and affected Western universal values of free speech，but also was indicative of a major challenge for countries during the cyber era as cyber-attacks and espionage against enterprises and critical infrastructure became increasingly common. The challenge is how to deal with cyber-attacks that pose an increasingly serious threat to economic development and national security. On the other hand，with the US announcement of its intent to transition stewardship of the IANA functions to the global community of multi-stakeholders，the internationalization and reform process of ICANN are moving forward. The introduction of proposals regarding the transition of IANA stewardship and accountability arrangements will now have to await final approval from the US Congress and the US Department of Commerce. Given the historical experiences，the United States will continue to maintain its dominance and absolute superiority in cyberspace and Internet governance，but the unique nature of cyberspace will also means that the healthy and orderly development of cyberspace can only be achieved through multilateral cooperation，which will be conducive to the interests of all global parties.
