In 2011, the total growth of the Countrywide cultural and educational consumption demand in urban areas continued to maintain high growth:the total cultural consumption went up by 19.84%, which is 5.39 times that of the rural areas; the per capita value went up by 13.77%, which is 1.70 times that of the rural areas. As measured by per capita value, the annual growth of the cultural and educational consumption in urban areas was remarkably lower than the output growth, slightly lower than the residents' income growth and certainly higher than the total consumption growth, also remarkably lower than the savings growth. The disparity of cultural and educational consumption between urban and rural areas widened by 5.26%; the regional gap of cultural and educational consumption in urban areas among various provinces shrank by 0.10% over the previous year. The status evaluation of Countrywide overall cultural and educational consumption demand in urban areas in 2011 is as follows:the value of vertical evaluation is remarkably higher than that of the starting year of the "Ninth Five-Year Plan" period; it is doubtless lower than the base value since the "Tenth Five-Year Plan" period; it is evidently lower than the base value since the "Eleventh Five-Year Plan" period and it is slightly lower than the base value of the previous year; the annual lateral evaluation without gap between urban and rural areas, and among various regions is remarkably lower than the ideal value, because of the continuous widening urban-rural and regional gaps.
