For Constructing modern public cultural service system，it is necessary to fully consider “service-oriented government transition”，“socialism with Chinese characteristics”，“society with rule of law” and “deep integration of science and technology and culture which lead to social ontological transformation” and other cultural governance demands. We need to identify the configuration of tools from two aspects-validity and reliability. With social transformation and context change，using tools dominantly by traditional administrative authority，has been unable to meet the actual needs of cultural policy called “modern public cultural service system”. The best solution to avoid mismatches and reach to right configuration depends on “contract operation”.
