党的十八大以来,中央提出并严格落实“两个责任”,党风廉政建设责任制理论上取得新突破,党委、纪委职责更为清晰明确,责任落实有新举措,监督执纪问责有新力度,纪检监察体制有新动作,层层传导压力有新招,问责追责敢于动真格,实践获得新成效。但有的地方、部门和单位自觉担责意识不强,聚焦主责、主业仍有障碍,改革存在薄弱点,考责、评责机制不健全。针对这些问题,需要坚持问题导向,多措并举强化担责意识,继续深化纪检监察机构改革,推动纪检监察管理创新,健全责任考核评价机制。
<<since the Eighteenth Party Congress,the CPC Central Committee has put forward and strictly implemented the “two responsibilities” system and made new breakthroughs in the theory and practice of the system of responsibility for the construction of Party conduct and building of an honest and clean government:the responsibilities of Party committees and discipline inspection commissions become clearer and more specific;new measures for the implementation of the responsibilities have been adopted;the system of accountability for supervision and implementation has been strengthened;new reforms have been carried out on the discipline inspection system;innovative methods have been developed to transmit pressure through different layers;and those who violate relevant rules and regulations have been investigated for liabilities. Nevertheless,various problems,such as unwillingness to take up responsibilities,lack of focus on the main responsibility and principal works,and defects in mechanisms for the assessment of responsibilities,still exist in some locality,government departments and work units. To solve these problems,the relevant Party organizations must be problem-oriented,adopt multiple measures to strengthen the sense of responsibility,continue to deepen the reform of the discipline inspection system,promote innovation in the system of supervision by discipline inspection organs,and improve responsibility assessment mechanism.
