Grass roots social governance is one of the important contents of the social governance innovation in the big cities. By the end of 2014，Shanghai municipal Party committee issued a number of issues，the relevant policy design and practice of the basic level of Street Town. This paper combing the latest progress in the reform of grassroots governance in Shanghai city，and analyzes some of the existing problems，and finally put forward the main trend of the reform in the future.
