Aiming at the insufficient of the connotation of the culture industry，it put forward the suggestion that encourage cultural innovation，promote science and technology ability，promote the quality of the cultural production and efficiency of connotative development under way. Aiming at Cultural enterprises small in scale，it suggests that the state-owned cultural enterprises to actively merger，acquisition and reorganization. Aiming at the problems a shortage of funds in the development of cultural industry，financial support should be strengthened. Against infringement of cultural industry is serious，it suggests strengthening the regulation of copyright protection and copyright law enforcement；Aiming at the loss of cultural resources in China，it suggests strengthening approval and supervision of foreign cultural enterprises.
