In the past ten years，China’s social organizations have been established largely，as the “third sector”，outside state and market，which undertake social public services through “purchasing” form，and has also received permission to use the state power at the same time. In this paper find that make up for the lack of governance capacity，they gain some autonomy，and，to a certain extent，ease the rivalry between state and society，by the description ofthe establishment form，organization structure，business operation and assessment of the “XJY” social organization in the four parts of the work.
