Talent is the core resource of the healthy development of film and television culture industry. How to seize the opportunities of collaborative development of Beijing，Tianjin and Hebei，speed up talent aggregation，promote the development of cultural industry aggregation and make contributions to construct national culture center for Beijing is the urgent subject of talent work in Huairou，which is the only film and television industry demonstration area in China. Taking China（Huairou）film and television industry demonstration area as an example，this report investigates the construction of regional cultural talent，generalizes five talent aggregation mechanisms including industrial base，important events，flexible drawing wisdom，professional college and optimized environment，analyzes the barriers and opportunities under the background of collaborative development of Beijing，Tianjin and Hebei，and put forward eleven corresponding countermeasures. <<
