Based on literature research and field investigation,this report points out there are still problems in the management,cultivation,introduction and utilization of specialized technical talent in Beijing,including incomputable data,cross management,shortage of top talent,insufficient talent introduction and cultivation,and incomplete talent evaluation. The fundamental way to solve these problems lies in the integration of talent plans,the improvement of talent evaluation mechanism,and promoting talent plan adapting to the trend of market operation. Under the overall framework of talent echelon construction,the competent department of human resources,talent plan and market resources should be combined,so as to provide a solid guarantee for the four-center construction of Beijing. The key issues lies in forming a joint force in talent management system,dealing with the relationship between government and market in the process of talent market allocation,and making talent plans coordinated with industrial policy.
