2014年度，我国群艺馆（文化馆）发展效果突出，特别是在场馆收入增长、人才队伍建设、场馆物力投入、群众参与等方面都取得了显著成效。但是，受整体经济发展不平衡、公共文化服务体系建设整体水平不高、人们的文化参与意识不强等因素的影响，我国群艺馆（文化馆）在发展过程中仍面临着不少问题与困境。当前，尤为重要的是从推进群艺馆（文化馆）性质定位的现代化转向、建立健全财政投入长效增长机制、建立群艺馆（文化馆）总分馆制、建立以效能为导向的绩效考评机制、探索群艺馆（文化馆）社会化治理模式、培养国民的文化素养和文化意识等方面着力，全面推进我国群艺馆（文化馆）的建设发展。
<<In 2014，the Mass Art Centers （Cultural Centers） witnessed prosperous development in the aspects of venue income，talent team building，venue material input and mass participation. However，due to the uneven overall economic development，relatively low overall level of public cultural service system，and people’s inactive awareness of participation，our country’s Mass Art Centers （Cultural Centers） still faces many problems and difficulties in the development process. Currently，emphasis should be given to promoting the modernization of Mass Art Centers （Cultural Centers）’s nature orientation，establishing and improving long-term financial investment growth mechanism，exploring the socialization governance mode of Mass Art Centers （Cultural Centers），cultivating common people’s literacy and cultural awareness，so as to comprehensively promote the construction and development of Mass Art Centers （Cultural Centers）.
