During the 13th Five-Year Plan period，on the basis of Yangtze River Economic Zone raised by the country，It is necessary to put forward the strategy of Yangtze River Cultural Industry Belt and make it a strategic regional community that promotes cultural opening to the outside world in both ends and propels the in-depth development of cultural industry. The Yangtze River Cultural Industry Belt includes three cultural industry clusters in Yangtze Delta region，the middle reaches and the upper reaches of the Yangtze River，and as an important part and a spiritual link of the Yangtze River Economic Zone，it promotes the industrial restructuring and upgrading in this economic zone，becomes the in-depth development platform of cultural industry in the Yangtze River basin，and echoes the Silk Road Cultural Industry Belt，which is of great strategic significance. Therefore，it is suggested that the state cultural departments should immediately start the preparation of Yangtze Rive Cultural Industry Belt development planning and bring it into national cultural development strategic system during the 13th Five-Year Planning in order to facilitate the gradient transfer of cultural industry along the Yangtze River and the integrative development of cultural industry and its related industries. In the meanwhile，the “Demonstration Zone of Yangtze River Civilization Heritage and Innovation” should be established in key regions.
