This report describes the progress in collective property rights reform in China’s rural areas. It points out several problems during the reform，including the contradictions between reform objectives and traditional rural collective ownership arrangements，unclear cost-sharing mechanisms，and inadequate policy designs. The report proposes a number of countermeasures to further promote the reform，including：exploration of a unified membership rights and property rights with rural households as units，clarification of the reform’s scope and central tasks，improvement of reform measures targeting for different types of collective assets，and promotion of pilot programmes.
