In this chapter，an industrial safety evaluation index system is established to evaluate the security status of publishing and media industry in China. The principles of building an index system are systematicness，relativity，measurability，stage，scientific，normative and practicability. The index system is divided into two levels：the first level includes domestic industry environment，international competitiveness，industry management level and control power of industry；the second level is the sub-index level which is selected to explain the top-level indexes. Finally，an industrial security evaluation model is built and assignment and weighting to the first level and the two level indexes are carried out. Then，the industrial security of publishing and media industry will be estimated by the model.
