It has dual character of common space on the capital of the construction of ecological civilization. Combined with the process and spatial structure of Beijing economic and social development，the ecological civilization construction has many contradictions，such as economic growth and ecological environment protection，central government and local government，regional interests sharing and loss compensation，cross regional ecological environment construction，and other multiple contradictions，such as environmental management，economic，social，cultural and other aspects of institutional mechanisms. Combined with the actual construction of ecological civilization in the capital，we should strengthen the innovation of economic system，establish ecological industrial system，strengthen environmental management system innovation，improve environmental law enforcement，and strengthen social system innovation.
