“The National Primary and Secondary School Teacher Training Plan” has well developed and played roles of demonstration leading，timely assistance，reform promotion in improving the construction of teachers since formal implementation in 2010. In 2015，the plan focused on rural teachers，further optimized the project settings，moved down management focus，and strengthened involvement of basic teacher training institutions. In the future the plan still needs to strengthen the research and development of projects，to enhance the ability of collaborative management，to establish an effective quality evaluation system so as to ensure the pertinence and effectiveness of teacher training.
