The Paper has measured the Chinese NGO sector’s contribution in term of its employment，economic size and volunteering based on the framework developed by the Johns Hopkins International Comparative Nonprofit Project. According to our finding，the Non-Governmental Sector in China has created considerable employment and become an important economic force in term of absolute numbers；whereas in comparative sense，the Chinese NGO sector’s contribution falls as the lowest among all 36 countries. However，from the rise of the educational non-government non-enterprise institutions in China，you’ll find that there is great potential for the government to cultivate and develop NGOs. By developing relevant policies and regulations，the government can help increase the NGO sector’s political，economic，social capital and human resources capacity，therefore contributing to rapid development of the NGO sector.
