The construction of public rental housing is not only the safeguard of housing rights of civilians，but also the important factor of social stability and social harmony.However，the right to housing of low income civilians has faced serious challenge when the price of commercial housing has excessively increased since the market-oriented reform of housing policy.Chinese government has taken a serial of policies and actions in 2011 in order to provide sufficient public rental housing.Accordingly，housing poverty of Low income civilians has been alleviated and their rights to housing have been safeguarded.
