Legal aid has become an important part of the development of the human rights protection in China.Since the“Legal Aid Ordinance”issued by the State Council in 2003,the national wide legal aid system has experience a rapid growth period in terms of institutionalization,staffing,facilities building,budget increasing and rules enactment,which results in a complete structure of legal aid providers.Due to the cooperated promotion of governmental and social force,the legal aid system’s capacity of providing legal aid service is gradually increased to meet the needs for legal service among social disadvantaged groups raised by the dramatic transition of the society.It has also guaranteed their equal opportunities of access to justice.Legal aid is not charity but a dynamic process to realize fundamental rights with significant meaning of legal education and empowerment.The future development of China’s legal aid system shall overcome the imbalance of regional development and pay more attention to those special disadvantaged groups to make legal aid work for everyone in the“twelve-five”years’ period.
